I loved doing graphics designing and photo editing few months back and since that time i looked for many free softwares which can help me do some good photo editing and so i found and tried many softwares that can do the job for me and these are the ones that i found easy to use and good.
1. Picasa
Picasa is a free software download from Google that helps you:
Locate and organise all the photos on your computer. Edit and add effects to your photos with a few simple clicks with tools such as cropping, special effects, brightness adjustments and many more interesting features. Share your photos with others through email, prints and on the web.

But this software is for Windows only and like other google applications, this software is really easy to use.

2. GIMP
GIMP is the GNU Image Manipulation Program used to process digital graphics and photographs.

You can create graphics and logos, resizing and cropping photos, altering colours, combining multiple images, removing unwanted image features, and converting between different image formats. It can also be used to create different animations as well.

seriously, i dont think that picassa i the best, i think GIMP is the best and PAINT.NET is the second. picassa is very limited. and it has a very small amount of tools.
